Government

The city is governed by the Magic Council, a group of elected individuals who are in charge of overseeing management of the city. Each of the four council members are in charge of a district of the city.   While there is an average amount of crime, the unique method of punishment in the city are what create a deterrent for more egregious crimes. Using the Soul Forgers, they separate the soul from the body. The soul is then placed within the Soul Well, which generates the power in the city. While the souls is within the soul well, the body is able to be used for simple manual labor.  The severity of the crime depicts the length of time that someone spends in the Soul Well, with small infractions requiring days while more heinous acts could be years or decades. This, of course, brings the possibility that someone may not have a body to return to when they have finished their crime.

Defences

The city is surrounded by sculpted stone walls. 59 trained warriors serve in the city's defense, and a militia of 678 can be mustered in case of attack. The sheriff is Riswynn Ironfist, Female Dwarf.

History

Anewood was once just a single hut beneath and anewood tree where the Mage Elisior Rosebell once lived. An Elf that chose to study the secret workings of magic away from others in order to ensure that he did not endanger anyone else during his study. He lived a fulfilling life alone with only his work and familiar for company.   Rumors of a reclusive elf studying magic all alone began to spread through the neighboring villages. Many thought him a strange fellow. Others thought him a dangerous individual who was playing with forces that he could not control. It was these rumors that brought the first children to come see if the rumors were true. It took several weeks of watching the Elf before one of the younger children was brave enough to go talk to him. Welcoming the children to come see the fruits of his labor, he showed them small feats of his magic that left them all eager to learn. Elisior began holding lessons for the children that came to him, many of them paying for the lessons with bread rolls.   During a massive storm, one of the villages was in danger of being washed away. The children came running to him for help. Elisior hurried to help and revealed the extend of his magic by diverting the water away from the village.   After the storm had passed, the villagers came to Elisior to thank him and began paying him for lessons in magic. Over time, more and more people would settle near Elisior to learn from him. What began as a collection of huts slowly grew into housing, a market, and a continually expanding community until it became the thriving city it now is.
