Tim the Rainbow Wizard (Magics)

A wizard in a rainbow colored robe, who sets up his shop anywhere and anywhen he wants (often in the way of other things). Very eccentric, outgoing, and tends to get things done in a round about way that is both concerning but effective.
He is the main purveyor of magic items in Talen'Lith, though his sources are unknown.
He has recently acquired a "sample" from the Shadowfell.
