Department of Airborne Transportation

With the return of magic the government recognized a need for regulation of airborne transportation. While there were firmly established rules for mechanical airborne transport, there was nothing in place to accommodate rules which might be necessary for humans with wings, animal based airborne transportation, or flight via magical means. After the first few incidents where lives were put at risk, the Department of Airborne Transportation [DAT] was established at the Federal level.   All non-mechanical means of airborne transportation are required to register with the department. A license is granted to the individual who can fly or their item of transportation. They are require to pass a test which details the laws including requirements for height, speed, and appropriate lanes, landing, etc. Identification must be carried at all times like a government issued ID or driver's license.   The Federal department only considered those laws which would impact laws that would cross state or country lines. Airborne enforcement of the laws is under the purview of local law enforcement.Each state created their own local laws and enforcement as well. There are established 'sky lanes' and those who enforce them. Laws were passed to require rooftop access for those with disabilities which require this method of transport. Most buildings are slowly coming into compliance with these laws.   While only a small percentage of the population have the ability to fly, this is becoming a growing industry quickly. By being able to avoid airports and other busy transportation terminals, those who can fly are able to deliver items far more quickly, and often more securely. There is some discussion of smuggling and such but as of now there is no 'customs' for those who can fly. It is notable that delivery businesses utilizing those who can fly have quickly been created.
This has a tremendous impact on The Rookery and its inhabitants.
