Structure

The "Shadow" Council: Made up of representatives from the city-state's major factions, including merchant guilds, criminal organizations, and influential families. Each faction is allotted a certain number of seats on the council based on its size and influence, with larger factions holding more sway in the city's governance. The Chancellor: The Chancellor is elected by the members of the Council and serves as the city-state's chief executive. The Chancellor is responsible for overseeing the day-to-day operations of the government, enforcing the council's decisions, and representing Slenao in diplomatic matters. District Representatives: In addition to the major factions, each district of Slenao elects its own representative to the Council. These representatives are responsible for advocating for the needs and interests of their constituents, ensuring that all voices are heard in the city-state's governance.   The Assembly: The Assembly is a body of citizens elected by the people of Slenao to serve as a check on the Council's power. The Assembly has the authority to approve or reject council decisions, propose legislation, and impeach council members for misconduct. However it is hard for them to oppose the council due to the differences in power and influence at this time.   The Courts: Slenao's judicial system is independent of the Council and is tasked with interpreting and enforcing the city-state's laws. The courts are presided over by judges appointed by the Chancellor and are responsible for ensuring that justice is served in Slenao.   The Guard: The city-state's military and police force, simply known as the Guard, is responsible for maintaining order and enforcing the law in Slenao. The Guard is overseen by a commander appointed by the Chancellor and is divided into various divisions tasked with different aspects of law enforcement and defense.
