Checking his business interests in the shadows of New York City, the Penguin establishes a villainous tradition of capturing heroes and selling them to other villains.

Feral learned quickly that any trip to New York City will turn out very poorly for her.

Not quickly enough, alas.

On her third attempt to go investigate the ongoing Freak Murders, Rissa landed in a trap which the Penguin had originally set for a different New York hero entirely. As he had done with previous intruders, Penguin sold his unconscious prisoner to the Red Skull, who needed test subjects for his latest designer drugs. He is trying to design something that creates targeted mutations and is highly addictive on first use. Red Skull is also playing around with various anatomies, obviously trying to solve some sort of biological puzzle.

Rissa managed to get loose after the first round of tests. She found two unconscious subjects (Blackjack, not yet modified, and Jeff, highly cybered), kidnapped a scientist, and dragged all three of them out of the DatTek complex. Jeff's unconscious body was left with Batman in Gotham. Rissa followed Blackjack back to Metropolis, anxious to make sure that he was not still under the effects of Red Skull's meddling.
