The Freak Murders begin: Someone is killed, then the corpse dressed up in costume and makeup to look like
one of the metahumans currently featured in the news. Law enforcement are stymied by how impossible it is for all of these serial killings to be the work of a single individual.
Sometimes the costumed deceased looks like a leopard neko; sometimes that's Thrasher; sometimes that's a woman in a store-bought Firestar costume; sometimes that's a guy wearing demon wings; then there's the time it's a young man whose skin was painted silver. Heroes will stop "the villain" several times before getting enough information to determine that each killer has been hypnotized into this role by a single outside party.
This case will not be solved until summer of 1999.
Tales of Justice is a work of pure, unabashed fiction. In fact, it considers itself rather heroic and quite proud of itself. Names of characters, places, events, organizations, and locations are creations of the author's imagination for this fictitious setting. Some have been inspired by other sources, which will be credited at the top right of the article.
