The Orzhov Syndicate

The Syndicate's function is both religious and financial, with the two functions remaining closely related. As Ravnica's exclusive church, the Syndicate is the only way to access official religious services in the city, with a pantheon dedicated to each of the 14 divine domains (Death, Nature, Life, Light, Order, Tempest, Arcana, Twilight, War, Forge, Knowledge, Trickery, Grave, and Peace). Due to stipulations lined out in the Guildpact, the Orzhov Syndicate facilitates the practices of each of these domains via tithes and donations. The heirarchy of the Orzhov Church is headed by the Obzedat, an elite ghost council of 14 members (one for each divine domain) who push the goals and mission of the church as a whole. Otherwise, the church consists of dedicated priests, bishops, and other religious officials that help conduct religious ceremonies and services throughout the city. As Ravnica's principle bank, it stores and secures the riches of the city, collecting interest to expand wealth and fund other projects throughout the sprawling city. The Syndicate manages loans and funding projects for the majority of Ravnica, consisting of bankers, tellers, loan sharks, and investors. In recent years, the Syndicate has come under public scrutiny for higher interest rates and corruption evident throughout the financial system, though despite these accusations, the city of Ravnica is showing a record high economic growth^[1].
