Korgam

Korgam is the closest thing to a civilian city left in Narton, with very few defenses comparatively. Those that cannot or will not fight make their home here, although one must have a reasonable explanation for why you didn't serve in the military first. Korgam is a popular destination for travelers, artisans, and mercenaries.
