Silvi Sanna, City Leader-Zibern

Silvi Sanna presides over the city of Zibern, which is located on the southwest coast of Dalla. Silvi is thought to be at least two millenia in age. He is a sea elf, and so despite his great age, he still appears youthful and in good health. Very little is known about Silvi's past. It is said that he came into power after choosing to remain in the city rather than set out for the lands that his sister, Silar, prophecied. After the sea elves departed, Silvi took a sort of loose control over the city, and has maintained that control ever since.
Silvi participates in greater Dallai government and culture, often spending time in the lakeside town of Pajata, where Dallai royalty often goes to vacation. He is an active if somewhat distant participant in any major decision making concerning the country of Dalla as a whole. With regard to federal decisions, Silvi is best known for his participation in the creation of several parks and reserves along the coast of Dalla. Silvi considers himself a personal steward of these parks, and often travels within them, either alone or with a small retinue, to ensure that they remain pristine and untouched by the heavy hand of industry.
Silvi is generally thought of as a hands-off ruler. Typically, a small city council is left to make decisions regarding the city. Silvi generally only steps in if there are issues of pollution of the water, air, or land surrounding the city. In fact, the city is so well-known for it's lack of pollution that many travel to it in hopes of healing lingering ailments.
Silvi is friendly but distant, as if plagued by a great psychological burden. Most of his townspeople trust him and have come to appreciate his quirks. He is well-loved within the community.

The sea elves, who had established the city of Zibern and were instrumental in its success, had a powerful young seer within their ranks. This seer foretold of an island to the south, where the elves could re-establish themselves and create a more insular community. Indeed, most sea elves found the city to be overwhelming once it grew beyond their small community, and they were relieved to learn about this island that would afford them the opportunity to re-establish themselves in a quieter, more remote region. -Istor Ekas, Dalla Historian, 1594-1702

Many stories persist as to why Silvi chose to stay and rule the city of Zibern, but the prevailing theory is that Silvi had a love interest, an elf with orcish blood, and that elf was not welcome on the journey. There are no records of this elf, whose name was said to be Egal, anywhere within the Zibernisian archives. I have looked. I have sent many messages to Silvi requesting clarity on the matter.
