Cobalt Kid

Leo's parents were high ranking members of the Empire City criminal underworld. They were attempting to smuggle a huge amount of drugs into the city when Cobalt tracked them down. In the combat that ensued both of Leo's parents were killed. Cobalt felt bad for the kid he had orphaned and adopted him. When Leo got older, Cobalt built him a super suit and trained him to use it. Leo eventually started joining Cobalt on patrols.
