Ringleader

The Ringleader has had several incarnations. He was originally Reggie Witherspoon, a petty criminal who served as host for the Fear Monster. When Reggie traveled back in time to "do things right" he became a major villain in Halcyon City. When history was changed again, Reggie became a philanthropist and entertainer focused on providing a place where metahumans with odd and less useful powers can be accepted.
Because time and fate are weird, Reggie's boss at the circus in the original timeline, Salvatore Solomon, became embittered when Reggie succeeded at putting together a successful show featuring young metahumans with odd powers. Mr. Soloman became the new Ringleader and established the current Circus of Crime.
