Roger the Sly

A D-list villain with some sort of stealth powers. He's a freelancer within Halcyon City, and boy are his rates cheap.
He has known dealings with The Organization and Steelwing.
Generally, he brokers in information and some stolen goods. He is not particularly aware of the value of either.
