Tempest

Hailey was born in the Caribbean. Her powers manifested at an early age but their source is unclear. It is possible she is connected to the Worldheart or was granted powers by the Worldheart for its own inscrutible purpose. Her family saved to come to Halcyon City so she could receive education and training to develop and control her powers. She feels a lot of responsibility to become a successful hero to honor her parents' sacrifices.
