Alraaei, literally translated from an ancient berber tongue to mean 'shepherd', is the title bestowed upon a regional governor within The City of the Lights. There are a grand total of six of them, one for each of the six territories encompassing the plateau, and they each have their own little foibles and idiosyncrasies, just like anybody else. Also like anybody else, they as leaders tend to embody the values and social ideals of the citizenry of their various realms. They do not only 'dress the part', in other words. The Alraaei of the north are fierce, hulking berserkers; just like the men, women and children of the north. Although truth be told, if anything, they tend to have more of a grasp of interpersonal relationships, and have at least a passing respect for diplomacy, unlike their often uneducated clansfolk who inhabit the northern reaches of the plateau.

Qualifications

Mostly, organization and a fantastic memory for names and faces. Fundraising is an integral part of their position, as taxation is not generally a part of The City of the Lights's modus operandi. They must be able to maintain view of many differing threads of threat and mediation.

Requirements

The only real requirement is to be willing to serve the people to the best of one's abilities. The readiness to accept the advice of experts and advisors is a close second.

They are elected by the population when necessary.

Duties

Raising money for the territories; maintaining infrastructure and mitigating social upheaval; creating and implementing policy; overseeing the affairs of Justices and Adjudicators; allocating and maximizing resources.

Responsibilities

To serve the people, in all ways, to the best of one's ability.

A life of luxury, as befits such a dignitary with such massive responsibilities.
