Codex Legalis

Article 1:

Citizenship 1.1 Any individual born within the city's borders shall be granted citizenship automatically. 1.2 Any individual who is not born within the city's borders but wishes to become a citizen may apply for citizenship. The citizenship application process shall be determined by the city council. 1.3 Citizenship may be revoked by the city council for unlawful behavior or acts that go against the city's values.

Article 2:

Property Rights 2.1 All citizens have the right to own property within the city's borders. 2.2 Property may be confiscated by the city council for non-payment of taxes or illegal activities. 2.3 Property may not be taken without just compensation.

Article 3:

Law Enforcement 3.1 The city shall maintain a law enforcement agency to enforce the laws of the city. 3.2 The law enforcement agency shall be under the direction of the city council. 3.3 Any individual accused of a crime shall have the right to a fair and impartial trial.

Article 4:

Commerce 4.1 Commerce within the city shall be regulated by the city council. 4.2 The city shall have the authority to impose taxes on commerce within the city's borders. 4.3 The city council shall have the authority to establish rules and regulations governing commerce.

Article 5:

Religious Freedom 5.1 All citizens shall have the right to worship as they see fit. 5.2 No individual shall be forced to worship or support any particular religion. 5.3 Religious organizations shall not be granted any special privileges or exemptions under the law.

Article 6:

Amendments 6.1 This legal code may be amended by the city council with a two-thirds majority vote. 6.2 Any proposed amendment shall be published for public comment for at least 30 days before the council votes on it. 6.3 Amendments shall not be retroactive and shall not take effect until they have been published for at least 30 days.
