Helene is often pressured to run experiments by a cardinal with the church. She doesn't talk about the experiments that she does, it often seems to be a point of shame for her.
Helene raised Meera since Meera was a baby. When Meera started to show hag like powers when she became enraged, Helene started to train Meera in anger management and controlling the powers that she has.
Helene saw how Locke took care of Jaya and worked hard to ensure her future is secured, so she sent Meera to the Sanguine Ferrum to work under Locke as well, hoping that he would take care of her too. It also wouldn't hurt Meera or Jaya to become friends.
