The Harmonious Circle

The Harmonious Circle is politely known as a criminal enterprise that operates in and around Xianlian. During the early days of foreign relations the Xianlian had after the Great Silence, the harmonious circle was actually a loose affiliation of several criminal and less official trading organizations that sought to profit personally and curry influence at home and abroad without outside interference. They deal in all manner of goods, ranging from rare foods & spices, drugs, illegal arms, magical components, information, and favors.
