Orphan Backlash
It started simply, when a teenage boy gave a flower that he paid for to a little girl who needed cheering up. Of course, the boy was one of the Orphan Scions and the girl was an ordinary citizen. That shouldn't have been enough to spark a conflict, but it was.
According to the law, Orphans are not permitted to have family ties. Giving a little present to a child is not an indication of such. The citizens who saw this decided to interpret the law to themselves, and decided that the boy needed to be punished. They exchanged harsh words, and then there was a brief scuffle. They subdued the boy, and dragged him off for what they promised would be a rather severe beating.
This was not the first time that someone had seen fit to punish this particular young man. He was something of a troublemaker, and had notably challenged the Rolmguard and been punished according to the law. He chafed under the restrictions of his orphan status. This time, however, he did not deserve punishment.
His fellow orphans saw all this, and decided to take matters into their own hands and rescue their own. They did not seek the Rolmguard for assistance, judging that their companion's prior exchanges with the law would render his cause dubious. They gathered makeshift weapons and attacked the citizens.
There was a skirmish. The initial absence of the Rolmguard meant that the fight lasted longer than such things normally would, and many people were injured. When the guard did eventually arrive, they were able to quickly subdue all involved and take those in need of care to the medical facilities.

The Rolmguard were commended for their decisive actions, as well as the impartial way they dealt with the situation. It was typical, under previous such events, for the guard to automatically side with the citizens. However, in this case, the delay in their being called caused them to observe the event from the security feeds, which meant they knew going in who told the truth.
The Orphans were released without censure, and the boy who had been beaten had some of his past crimes removed from his formal record, as a recompense for what he had endured. The citizens were arrested and left in lockup for a month, whereupon they were released but left under monitoring.
Aftermath
The event was disconcerting, because it revealed a dangerous classist mindset in some of the citizens. This resulted in several investigations of the treatment of orphans. Ultimately, nothing was accomplished, but it has left a deep sense of unease on all fronts.
