The Fergana Charter is created. The idea of Orphan Scions starts.

Orphan simply means that the person will not be able to leave on the ship. This isn't an issue yet, since the ship wasn't packed to capacity, but they provide for this eventuality with the understanding that these people will need to be prepared for potential separation.   They anticipate at most three generations before they're able to leave again, so with the population math in mind, this should be very near to a moot point. There were about 4000 people.   The genetics focus is the thing that causes the most trouble. Some people have families already so the idea of starting anew seems awful. To everyone else, it's awful that they won't necessarily choose their own spouses, but the computer will. The basic explanation of the need for this particular gene to be passed forward, as well as to idealize their gene pool as much as possible thanks to not knowing how long this might take and how small the population is. There's unrest, but the computer choosing is a bare formality at this point so it's not a huge deal in the end.
