Nelevar

A city of waterways and lights, Nelevar dazzles travelers from around the world. A mercenary group called the Riverfoot keeps guard over most parts of the city, with only the occasional Mage Exemplar protecting the Azure Ward. Nelevar is a city of rich history and infamous families; blood and water run deep here as riches flow from one group and faction to the next.

• Waterweald - The largest district, consists of merchants, civilians, and the majority of the aqueducts. Just around sea level.
