Has appeared in numerous and varied forms, enough that visitors to Koschei without the Traveler's Blessing can't seem to agree on what the Mayor looks like, where he comes from, or what exactly he is.
Physical quirks
The Mayor's true form appears to be an amalgam of countless colorful balloons, pinched and twisted into articulated forms resembling serpents or centipedes. When speaking to someone, these balloons coalesce into a single massive face, permanently twisted into a mirthful rictus.
