Black Roses HQ is located in the middle of the Atlantic Ocean in order to create a neutral territory so that no one government had full control over The Black Roses. The base was named Chrysanthemum or the Chrysant for short. Because of the Black Roses occupation there the Chrysant has a prominent Noctis community surrounding the base. Which was named Chrysant Town.
