Pa'an Chil
Pa'an Chil is the Ariad's oldest surviving nation and the seat of her largest empire with colonial territories on both Muizgard and Coronté. Almost sixty percent of elves on the Ariad are Pa'an Chillian subjects. Pa'an Chil itselt covers almost the entire Suran mountain range on the northern coast of Muizgard's largest island, Eld'ano. Its capital city, Burit, has the highest population density of any city on the Ariad. It is also home to the headquarters of the International Ariadic Coalition, the organisation responsible for upholding international law.
Pa'an Chil practices a system of policy rather than party based democracy; while government officials are not elected by the populace referendums on government policy regularly take place, with almost thirty percent of new laws passing through referendum. Its territories are broadly run by local governments, although Pa'an Chil may interviene in matters of foreign policy, especially if relations turn hostile.
Structure
Pa'an Chil is a highly bureaucratic nation with over half of the population of its capital city, Burit, employed in civil service. Technically only one position, that of the Emperor, is hereditory; however many other high ranking positions have been held by the same families for generations. Of these families, eight hold the most power: it is from these noble houses almost exclusively that new imperial dynasties are chosen.
Public Agenda
As the Ariad's largest and wealthiest organisation, Pa'an Chil plays a role of diplomatic leadership across the Ariad. Its primary public agenda is to protect the interests of elves, regardless of their national citizenship. However, in recent years its politics have become more inward-facing, following the death-without-heir of its last emperor. The election of a new dynasty from the eight noble houses may take decades.
History
Pa'an Chil was founded soon after the first arrival of elves from their home planet, Chil, from which Pa'an Chil takes its name. Almost all of its territories have been aligned with Pa'an Chil since they were first colonised, although there have been a few territorial skirmishes with humans since their arrival on the Ariad.
Religion
Pa'an Chil has no official state religion, and almost all religions on the Ariad are practiced somewhere in the empire's territories. The most commonly practiced religions in Pa'an Chil are two sister religions, Rhi-it and Sisseren, both of which are based on the fundamental tennet of circularity in existence.
