Tellor
The oldest city in Tsoria and its unofficial capital, Tellor remains its major intra- and international trading hub. Although like many of Tsoria's larger cities its population was decimated by the war, in recent years its population has rebounded to levels close to its former peak, resulting from a combination of immigration from the country's interior and the return of refugees from neighbouring countries. Nevertheless, Tellor's economy remains fragile; its main exports are mined materials and hallucinogens, much of which is traded on illegal markets.
Government
As Tsoria no longer has an internationally recognised government, Tellor is technically under the jurisdiction of Kai'Tali, a colony of Pa'an Chil which shares its southern border with Tsoria. In reality, especially after Pa'an Chil announced its plans to officially withdraw from Tsoria, it is former militia groups which keep the peace in Tellor. Although disputes occur occasionally between the groups, they generally work together to keep the population safe and unrest at a minimum. Attitudes towards the groups vary - many occupants of Tellor consider them to form a government in its own right, while others consider them to be violent gangs. Pa'an Chil officially considers them terrorist organisations, although little effort has been made to install a legitimate government in Tsoria.
Industry & Trade
Since its founding, Tellor has been a major merchant city critical to the transport of goods from Tsoria's interior to neighbouring countries.
Even before the war, iron, titanium and their alloys were Tellor's primary exports, with semi-finished or finished products making up about sixty percent of metal trade and unprocessed ingots the remaining forty percent. Nearly thirty percent of Tellor's population was employed in metal manufacture and processing; therefore the city was one of the hardest hit by Pa'an Chil's economic sanctions and seizures of material following accusations of illegal mining in the interior of the country. Other minor exports included construction materials, bioplastics and spices. Much of this trade has since been replaced by hallucinogenic and other psychoactive plants. It is estimated that up to seventy percent of Tellor's trade takes place on illegal markets.
Geography
Tellor stretches across two bays linked by an eroded headland. In places along the shoreline the natural mangrove remains, but mostly it has been cut away to allow access to the bay. Much of the city is built on kaolinite clay.
