Graf Primis

The Graf Primis is an emergency ultimate authority of the Ars and serves as the most senior operational military commander among all combat operations of the aforenamed people. Recognized by the emblem of a ceremonial staff anciently brandished in public legal affairs, if one of the Ars gains a nomination to the position of Graf Primis, it is easily noted by the populace that wartime is in active consideration. When the Eborius broke on the selenic body Troch, a Graf Primis immediately gained a nomination to supersede any of the ongoing infighting and partisan debates. This move was to quickly silence the rising revolutionary movement that was assumed to be taking place, as to the Ars, it was the only explainable reason for the destruction of one of their primary holds over the settlements in the Castraverse.
Graf Primis candidates originate from the positions of the highest leadership of the heads of organized martial-legeslative/judicial bodies that serve the Albedo, which is the five Graf Xlibris . The current nominee's name hasn't been determined, as taking the title of Graf Primis is often an underhanded political maneuver determined by a third-party known as the Concili. Knowing the candidate also means the opposing parties are aware of the lead and can actively dissent or contest the ruling. Because the only reason most Graf Primis come into being is to make quick decisions overruling any current authorities, anonymity protects the Concili's decision to act. However, the anonymity of the position also creates an atmosphere of consistent political tension between the Graf Xlibris. Not knowing who among the five suddenly gained the ability to supersede all decisions creates desires to determine the candidacy of each other in a game of control over their very different wills for their progression throughout the Yirim. But the action is necessary, as stalling and filibustering are standard practice in matters requiring substantial financial and occupational consideration.
