Fifth Province

Despite its proximity to the heartlands, the lack of resources and the small population of fifth province made it a low priority for conquest. Originally home to the continent's only independent nation of halflings, this rocky, marshy region was eventually incorporated into the Empire after a petition by the area's impoverished King; his ancestors remain its governors, and the province is now seeing increased immigration and investment after the discovery of significant gemstone deposits in its northern cliffs.
The capital of Fifth Province--meaning 'city of white stone' in old Ghostwise, usually referred to only as 'Phin'--is a small cliffside city, well known for its traditional halfling thatched-roof architecture. Its now-abandoned royal palace dominates the city's skyline, called 'The Palace of Five-Thousand Floors' (in reality the floors number fifty-six.)
