Seventh Province

The Seventh Province was granted to the Empire over a century ago by the Triton Stratocracy, upon the signing of the Pearl Pact. It is one of two underwater provinces, although the thousands of tiny islands upon the Continent's western shore are also considered part of Seventh Province for administrative purposes.
Despite concerted efforts from the Empire, Seventh Province remains underpopulated, with most of its residents the descendents of tritons and sea-elves who were already living there under Stratocratic rule. Its capital is the largest underwater city outside of triton control, but this isn't saying much, since the only other underwater city outside of triton control is a penal colony in Fourteenth Province. Regardless, Seventh Province's vast swathe of territory provides an important strategic base for diplomacy with the Stratocracy, and a source of resources like coral, pearls, minerals, and fish.
