The City Council

The City Council is the main legislative body of the city. Composed of an Out of Character indeterminate (but upwards of a hundred or so) number of members. The main attribution of The City Council at large is the creation, modification and extinction of the laws that govern the city, with its members being chosen from a combination of periodic election and some fixed seats for certain areas. - For example, thanks to the large backing of many big corporations in the study and establishment of the city, there are many seats reserved for large corporations, but also for workers unions to act as counterbalance. But there is also an important contingent of them chosen by popular vote, representing several of the city's districts.   The Councilmembers make up within themselves both political parties and committees as well as sub-committees. They discuss the laws within sessions of the larger City Council. Most "regular" members of The City Council are unnamed NPCs, and can be used at the will of players for their plots and stories. By and large, Councilmembers come in both good-meaning, politically responsible people, but there is also a notable chunk of Councilmembers who may be corrupt, have more extremist or amoral agendas for the city, and generally speaking not having the city's best interests in mind.    

The Inner City Council

While The City Council at large represents the legislative body of the city. The Inner City Council represents - for the most part - its executive branch. It is composed of a committee made-up of 16 Executive Heads. These Executive Heads are councilmembers too, but have bigger atributions in the day-to-day operations of the city, representing large branches of committees that act akin to "Departments" or "Ministries" for other countries. Combined, The Inner City Council has attributions similar to a President, and they are also responsible for pushing forward certain laws towards The City Council at large. These Executive Heads helm the Executive Committees, which are:  
  • 1. Executive Head of Public Safety. (Saliro/Valorous)
  • 2. Executive Head of Tear Research.
  • 3. Executive Head of Transportation.
  • 4. Executive Head of Commerce.
  • 5. Executive Head of Infrastructure.
  • 6. Executive Head of Public Services.
  • 7. Executive Head of International Relations.
  • 8. Executive Head of Immigration and Extralinear Integration.
  • 9. Executive Head of Sustainability.
Further, there are 7 Executive Heads, each representing one of the City's recognized, legal districts. These being:  
  • 10. Executive Head of Southside.
  • 11. Executive Head of Midtown.
  • 12. Executive Head of Downtown.
  • 13. Executive Head of West Pierside.
  • 14. Executive Head of East Pierside.
  • 15. Executive Head of Northern Heights.
  • 16. Executive Heads of 9 Rings.
  These Executive Heads of local Districts serve as pseudo-mayors and leaders of the municipalities that these Districts represent. They are also the leaders of the representative Councilmembers of that District in the Council at large. While not all of the heads of this Inner City Council are currently named, these are not throwaway NPCs due to their attributions. Therefore, while we encourage their usage if desired, we ask that if players want to create a particular Executive Head for their uses in-story, they reach forward to a member of the Staff to give the go-ahead and keep track of it. Also notably, these spots can be open to player postulation, again, if a player desires to make a character that is a member of this office, or even postulate a character for a popular vote for it - such as in the case of a plotline they desire they run. - We only express that it be run by us first.  

City Courts.

The City Courts are divided by regular courts, divided in their jurisdiction by Districts and on the matters they review. (i.e: Criminal Courts of Southside. Civil Courts of Downtown) Each District also has one or a few Appeal Courts. And above all of these is a Supreme Court of Port Atlantica, the members of which are politically proposed by the Inner City Council.   Similarly to the larger City Council, individual City Courts (with the exception of the Supreme Court) can be played without need to run it by the staff. Thematically, we want to note that while most courts give fair rulings, corruption is not impossible. And playing corrupt or evil agents of these institutions for plotlines or stories is allowed.
