The Covenant

The Covenant is a totalitarian government that controls most of the western hemisphere. Shortly after the Canadian-Russian invasion of New York, it was quickly discovered that Russian spies had infiltrated many levels of government and mega corporations across the globe including the White House.   The remaining American loyalists realized that given the wide spread conflicts, a shrinking defense budget, and lack of public support, that the resources at its disposal wouldn't be enough to come out ahead after fighting a war on two borders. Even if both borders could be secured, there was still the problems that had been raised from pulling out the entire military from strategic holdings across the globe.   Countries that had been subdued and kept in check for decades were suddenly able to re-militarize. Many nations, such as the Middle East, were preparing to go on the offensive. Given the long history of conflict between the various regions at hands of the United States, many people were eager at the chance for revenge. For the first time in its history, the United States found itself alone against the world. Few true allies remained and many had problems of their own to deal with.   Complicating matters was the United States citizens themselves. Having become increasingly divided over the last few decades on every conceivable issue, especially the war with Mexico, it came to no ones surprise that there were people who sympathized with the invaders to the north.   America quickly began to erupt into a second civil war.   While the world was being torn to pieces, the remaining leaders of the country were safely hidden in one of the nations most secure locations. After running thousands of simulations on state of the art computers systems, assessing thousands of risks, and countless meetings, a strategy was formed.   Pinned between two invading countries and with nowhere to run in the middle of a civil war, the loyalists decided that it would be better to just let the United States fall. These loyalists, which included the Secretary of the Department of Defense Jonathan Richards , realized that the only way to save the "American Way of Life" would be to save as many resources as possible, and start fresh somewhere else. Over the next week, every detail concerning the operation of a new government was ironed out and the plan was executed.   Every other strategy save this one resulted in massive losses of life in multiple wars they couldn't afford to fight. The last remaining loyalists and their family were extracted from across the country and brought to the bunker. All members of the military were secretly tested and evaluated on their loyalty to the United States, and those who scored favorably were gathered up, given orders to return to their immediate family, gather their belongings, and return to base within 48 hours.   Those who had failed, were given orders deploying them to the borders immediately. Only a select few individuals knew the true purpose of the testing, so it was hardly questioned as anything other than an attempt to determine if the military had been compromised before sending troops north. This would later become known at The First Purge .   The soldiers, including their families, upon returning to base were then briefed on their next mission. Everyone present was informed that the United States was going to collapse within 36 hours and that they were chosen based on their scores, to join the loyalists at the bunker in order to preserve the American way of life. They were told that they would be required to completely comply with any orders given and what would be expected from them. The freedoms they had come to know over the years wouldn't exist the same as they had before, and only complete loyalty to leadership would be tolerated. Due to this "government restructuring", everyone was given the choice to continue to serve in the safety of the bunker, or to remain behind at the mercy of the world. Given the alternatives, very few people rejected the offer. One million people in total would find themselves safe in the confines of the worlds largest bunker. A large portion of the United States military assets were also procured.   Upon arrival at the bunker, the arrivals were given a day to get settled. The next day the entire population was gathered up and briefed on what life would be like for them. The most famous excerpt from this speech was what gave this new nation a name.   "We give to you and your families the promise of safety, security, and well-being and we expect you to uphold your promise to us of unwavering loyalty, service, and commitment to our great nation. So long as every man upholds this ideal and does his part, this shall be the covenant between government and man."   Eventually the idea of rebuilding the United States died out. Instead, the leaders decided that a new nation altogether would rise. They envisioned a world free from the problems that had plagued the nation in the past. A place were men and women were devoted to their country, worked hard, and contributed to a better society.   As the world burned, The Covenant grew strong.

Structure

The Covenant is a socialist democracy. There are no political parties, having been deemed dangerous to the long term stability of a nation. Instead, politicians are required to write out the entirety of their campaign promises and what they hope to accomplish. These plans are then reviewed by current government officials and upon approval, the author is given permission to run for an office. Term limits are for life and all citizens are required to vote. Politicians that break their promises or fall out of favor can be voted out of office at the end of each year, when an approval survey is conducted. The government structure greatly resembles the United States, with the exception of having become extremely simplified.   Citizens are required to comply with all policy and law entirely. The government gives no illusion who is in charge. Although The Covenant has the final say, they do allow citizens to vote on some issues.   People are given freedom, as long as they obey the government.   At the top of the ladder is a committee that ensures everything is following the big picture. Some of this leadership has been there since the United States fell. Members of this committee serve for life and secretly choose their successor to be revealed upon their death or retirement. If a member chooses retirement, which hasn't happened yet, they are free to name anyone they choose to take their place at departure.   It is rumored that each member has taken on several potential apprentices who are secretly being trained to fill their position when the time comes.   The Committee is the highest authority in the nation. The President Of The Covenant reports directly to them, although they are often allowed to work without interference so long as the committee approves of their actions.   Concerning politicians, anyone can hold office, however one of the requirements for each office requires that person to attend a four year college that specializes in courses related to the function of that office. Furthermore, offices related to the military require four additional years of service in a position related to the function of that office. It doesn't matter what order a candidate completes their college and service, however many people find it easier to obtain the position they need in the military after completing their courses.

Public Agenda

The Covenants' goal is ultimately world domination. They want to create a Utopian society where all men are created equal, and no one has to live in fear or poverty. It is believed that to create an ideal society, that all men should serve their government faithfully and give to society their best effort. Meanwhile it is believed that it is the governments responsibility to ensure every citizen has everything they need, and to protect society.
