The Lady of Pain
An interesting Power clouded in mystery, she is only assumed to be a Power due to her control over the city of Sigil. No one seems to know what she is, but she has enough power to keep people in line, both in and out of her domain. For instance, she keeps other Powers from teleporting into the city or manifesting in any way. There used to be thousands of factions, and it’s believed she’s the reason they were reduced to only 15 (for what reason is left to debate). She changes the layout of the city every so often.
She apparently killed another God in Sigil, who’s Shattered Temple is now the center for the Athar.
Tenets of Faith
No one actually worships (or is seemingly allowed to worship) the Lady of Pain.
