The symbol of office of the individual invested with the full authority of the Old Empire in times of crisis.
The Senate would bring to vote if they needed someone with the authority to act with drive and decision, and if enough thought it necessary, a Gaius was promoted.
Once selected, the Gaius would be vested with several powerful artifacts, the foremost being the Laurel, both for it's symbolic importance, as well as it's supposed enchantments. The authority it provided was more than just conceptual, it also granted direct command over many of the most powerful weapons of the Old Empire, if contemporary statements are to be believed.
