The Tricorn Council is, for lack of a better term, a pirate government. It claims command of all pirates of the ocean, in a fashion reminiscent of attempting to assert control over feral cats.
The Council establishes a loose set of rules that it enforces just as loosely, intended to legitimize the criminal activities that they endorse and take part in themselves. Each member of the council is the master of their own organization of either ocean-born or sky-born pirates. Of course, given their occupation, the only real way they can enforce their rulings is through force, which means ach has to be able to back anything they say or do with martial action if it's required.
It's often said that the Tricorn Council is a sort of inverse organization, where the top (the Council) has to be the most dedicated to their ideals, otherwise they simply would not be interested in joining.

Currently, twelve council members have been identified. It's not an unpopular thought that there could be more, or less, but to truly identify each and every member is an impossible task without an insider to report back, given the insular nation of the places that the Council maintain and the assumption that there is an ever shifting political landscape within a government constructed from pirate crews.
