Articles of Administrative Restriction

More formally known as the Articles of Administrative Restriction Easement for New Minam  Interests. It was written twenty years after the Minam Empire had been fractured due to a series of catastrophic events. The New Minam emperor was attempting to consolidate and manage the decline as more and more regions had been lost. The hemorrhaging of lands was resisted by the military and many nobel houses, and they were hemorrhaging resource to regain control. The emperor felt this needed to stop, for now.   While technically not signed by any other parties it is felt this set of mandates clearly relinquishes the empire's claim on these new nations. Minam nationalists feel it was just a conservation of resources and a delay in outward hostilities, and instead a focus on cheaper diplomatic means for the time being. Recently it is felt the articles should be reminded or amended and the current Emperor is being pressured to do so.

Purpose

The purpose is by name, to clarify operations of the New Minam empire. However the reality is that it was designed to keep local nobels from wasting precious resources in attempting to "re patriotize" lost kingdoms in a rush for power.

Clauses

The first clause admits that as central services and portal networks failed with no date to restoration, so additional powers were delegated to local administrators and nobles.   The second clause clarifies that the current goal of the empire is to focus on restoring the capabilities of the Empire and calls on wayward nations to re-join for their own benefit.   The third clause states that the resources of the empire should not be employed or wasted on those who have left the empire at this time, but the lands will be re-incorporated into the Empire when they have suffered enough and petition for re-entry.   The fourth clause clarifies the consolidation of several branches of operatives for operational efficiency.
