The Stability Council

The Stability Council is based on the evolution known as Earth Stable, which within the local discontinuum has the greatest understanding of the nature of its hidden geometry and the place of the parallel realms within a higher order reality.
The Council is an intelligence gathering agency, secretive by nature and employing a large number of Agents who cross the barriers to report on activities in the neighbouring evolutions and the suspected movements, motivations and plans of the known Powers. Its public headquarters, on the island of Greater Rovalde in the Bay of Fruller are shown in the illustration at the head of this article, but it certainly has other more secretive bases of operation and not all of them on Earth Stable.
Beyond the intelligence gathering function, the Council also runs covert (and some limited overt) operations in defence, primarily of Earth Stable, but also the wider collection of evolutions to which it is connected. The Council seeks to foster stable timestreams, to try to adopt archetypes if possible and to prevent evolutions from becoming archetypes.

History

The Stability Council started out as a relatively small research group led by Dr. Emerald Rydene, charged with the mapping and exploration of the evolutions linked to Earth Stable. As it became aparent that the discontinuum contained Powers capable of threatening their existence, the planetry government of Earth Stable made the Council their advisory agency for all discontinuum intelligence. Its budget, functions and membership increased rapidly. Within twenty years of its foundation the Council had acquired the secretive quasi military defense function it now holds.
