With the amount of valuable goods that get transported through Ostari and the necessary markups that these items undergo, it's no surprise that smugglers are common on this continent. The Harbor Inspectors were formed as a unaffiliated to any sovereignty organization to root out and stop smugglers.

Structure

Every major and many lesser harbors have a Harbor Inspector presence at them. Each harbor's Harbor Inspector presence is lead by a Head Inspector. One of these Head Inspectors is also the Island Inspector who monitors and reports all Harbor Inspector activity on the entire island. They report to an Region Inspector who monitors and reports the region's activities as well as works with the sovereignty that controls the region. The Harbor Inspectors divide Ostari into three different regions: north, middle, and south. The Harbor Inspectors are lead by the Inspector of Seas who coordinates Harbor Inspector efforts throughout Ostari, maintains the cohesiveness of the organization, works with the sovereignties, and helps similar efforts in Istervyn. Most Harbor Inspectors fall into one of two ranks: Apprentice Harbor Inspector and Harbor Inspector. The rank of Senior Harbor Inspector exists for those that have served well for a long time yet do not hold the rank of Head Inspector or a rank above it.

The Harbor Inspectors want to put an end to all smuggling. They strive to stop smuggling whenever and wherever they can.

Assets

Harbor Inspectors have easy access to docks, ships, warehouses, and any other building related to their job. In case of violence, they are usually outfitted with metal armour and weapons. They can generally gain easy access to other materials that they need to do their job such as crowbars, disguises, and ships. Governments usually to fulfill their requests as long as they seem reasonable and aren't extremely expensive. They are received well and seen as heroes among most people, especially law abiding merchants.

History

The organization was first founded in 208 AE by a group of merchants tiered of getting cheated out of profits by smugglers. This board of merchants financed the first Harbor Inspectors, the vast majority of which came from city guards. It was because of this board that the Harbor Inspectors are an international organization that holds ties to no sovereignties. What started out as a handful of people in a few major trade cities slowly grew into the large organization that spans the entire continent.
