The Fugue Plane
The Fugue Plane is the neutral plane that exists somewhere not on the great wheel. It is where the souls of mortals are drawn when they die. The vast majority of this plane is flat, gray, bland and nondescript, with no notable topographical features. The sky overhead was also gray. The plane's only significant feature is the City of Judgment; in the middle of which stands the Crystal Spire where Kelemvor and Jergal reside.
Mortals who die, also known as Petitioners, usually spend a short amount of time here while waiting for the representative of whatever deity they served in life to come gather them up and take them to their ultimate destination. The Baatezu have an agreement with the ruler of the plane where they can barter with souls during this time, offering infernal promotions or other favors for living relatives for souls.
