After the War of Misunderstanding Nirne was instrumental in keeping Nale and its surroundings stable. As it became clear that the Xalnan government would not recover Nirne made sure that the area transitioned peacefully to be governed by the Ven'Ir.

Nirnes father organised it so that Nirne would take over his position due to failing health. Nirne was named Duke at the age of 19 after his father died.

Motivation
Growing up during the War of Misunderstanding Nirne was dreaming of seeing the world during the golden age, but as the war went on and his surroundings became more hollowed and exhausted. Knowing that Xalna would not stand for long, Nirne planned to ensure the best outcome for everyone under his rule.

Nirne was well connected with the divine families in Nale, but in order to maintain a reasonable power balance he didn't closely associate himself with one in particular.
From hat you have written here, there is a good basic idea for a politician. I would most certainly love to see some more detail and perhaps some imagery associated with the duke, to get a more in depth understanding of the character and what it is that made them into a ruler focused on peace.
