Maggie, as the leader of The Hilltop, decides to merge her group with Alex's group.

After Rick releases Negan to live a solitary life, Maggie abandons the Militia to join the Dovah. Most of The Hilltop residents join her as they were under Negan's cruel rule a lot longer than Alexandria had been.
