Hybris Penumbra announces a forceful occupation of the rest of the Archipelago via his cult. This catalyzes the spread and usage of the dangerous drug called Stars.

At one of the regularly scheduled cult sermons within the Obelisk, Reverend Hybris Penumbra spouted the machinations of a speech entitled "What's next?" In this fiery affirmation of the cult's place in the world, the entire cult entered a roiling fervor of both admiration and determination. Just minutes into his sermon, he announced to all present that the Cult of Achlys was taking its next prophetic steps in the takeover of the Archipelago via expansion. Hundreds of boats and thousands of cultists encroached upon the Isle of Dawn and Masters' Island, which sparked an immediate conflict. War, in no uncertain terms, had been declared.     Almost immediately, the entire Archipelago kicked into third gear, creating maritime warfare in a matter of seconds. The forces of light fiercely defended the Isle of Dawn via Augustus Griffith, Kaguya Otsutsuki rended the ferocious cultists to blood and bone with her protection of Masters' Island and The Sechurian Helm remained quiet except for the chaos and explosions that were happening in the distance. 017 and her robotic companions took the opportunity within the chaos to drill into the Enclave of Dusk in order to mine the valuable Void Ore, deleting any of the cultists that dared to try and interrupt them. Meanwhile, the Temple of Achlys had become a hotbed of activity, the main event for the first official boss battle with the reverend himself.     Gargamel, Rias and Leona, either dedicated cultists or anxious prospects, all worked together to defend their lord and savior from the first strikes of Mayor Katrina Masters. Additionally, the dark terror of Avath had opted to devour even more than she had all the days previous by trying to take Hybris as her next meal. By Hybris put his arrogance on full display by bypassing the protections of his allies and challenged the new mayor to hand to hand combat, one on one.  Though their skirmish was short, they both displayed deadly intent that was accompanied by the assistance of Emeric's acid canister, Spider-Gwen's acrobatic volley and the saving grace of Lassiter to ensure that Katrina Masters wouldn't have to suffer a broken leg. Ansatsuken techniques, the snarling power of the Nether and a few swings of a Rickenbacker 4001 bass guitar were all capped by the decapitation of the cult leader at the mayor's hands.      But, unfortunately, this only allowed Hybris to display even more body horror, his severed head clinging to the roof of the dark church with an insectile metamorphosis. He spewed a word of warning to all present, cursing the damage to his body by both acidic and celestial forces, and departed into the shadows. He bid the heroes farewell with a final, explosive blast of Nether that forced the skirmish to an end. In the aftermath, cultists succeeded in rooting themselves across the Archipelago proper, some even meeting citizens of Apollo City at the Aphrodite Hotel to begin the rampant spread of the infamous drug called Stars. This was the beginning of the hellacious rise of the Apollo City drug lord, Ivory, and the continued efforts of Hybris Penumbra to bring about the Samsara.
