The Royal Council

The Queen is the highest authority in the land. However, she stands as the head of a council that governs the kingdom. The council is made up of the heads of The Great Houses as well as other organizations that have power, such as The Merchant's Guild. The power is not divided equally. The great houses hold the majority of the power on the council and the Queen can override anything she pleases, leaving the other organizations with little real power on the council.
