The lowest levels require breathing apparatus, and residents require vitamin supplements. There is no sunlight, no sky, so it is dark in many places, especially the unmaintained lowest levels.

There are plenty of gangs and syndicates that often take advantage of others less fortunate. Namely, gangs tend to take control of the Vitamin Dispensaries, and demand money from those who want them. Some militias like The Crimson Sword tend to set up FOB's here.

History

Megacities such as Ruguo City often have a ginormous population. Thus, in order to preserve space - and power - these cities expanded downward, leading to dozens of levels below ground. The poor people of the Lower Levels seldom see the light of the sun. The "Lower Levels" refer to the levels deeper in the ground. The lower you go, the worse the living conditions are. At the farthest levels, people must wear some sort of breathing apparatus and regularly take vitamin supplements to survive.
