Upper Levels

Megacities such as Imperial City often have a ginormous population. Thus, in order to preserve space - and power - these cities expanded downward, leading to dozens of levels below ground. The "Upper Levels" usually refer to the few levels closest to the surface, sometimes the surface itself is included with the term.
