The Free Cities
Structure
Differs wildly between the constituent cities and islands, but generally each city state elects - or is dominated by - one powerful citizen to leadership over all that it does, whatever that might be.
Culture
Made up of outcasts and drifters from the other Realms, there is no standardised culture in the Free Cities, rather like Ostaria but in a much more chaotic sense. Each city state very much has its own flavour, but overall it is virtually impossible to pin down anything that can be clearly seen.
History
Originally the major settlements of various tribes that lived on the islands, they grew with the rise of the great nations of the Five Realms as they brought in trading opportunities as well as migrants to their shores. Various and sundry proxy wars have been fought in the streets of the city states and this is what they are most famous for.
Religion
Like their culture, the religion of the Free Cities is a vast melting pot of faiths, philosophies and folk religions of whoever it is that brought them to the islands in the first place.
