Process for Variant Rules and Homebrew Content

For the sake of simplicity, we consider homebrew content the same as variant rules. There are two tiers of variant rules within the Frozen Wastes: table-specific and server-wide.  

Table-Specific Variant Rules

These rules have been established as generally desirable or useful, though not mandatory. Each DM may determine if they wish to use these Variant Rules at their table, or additional Variant Rules described in the DMG or official published materials.   No Table-Specific rules should be applied that will force players to track information outside of the session/into other adventure tables. These rules should be self-contained and exist only within the session that they’re run at.   Examples: Flanking, Readied Action + Extra Attack, Mounted Combat Rebuild, Lifestyle Events  

Server-Wide Variant Rules

These rules have been voted into full application at all Frozen Wastes adventuring tables, and their implementation is expected to be uniform.   These rules may be subject to “patching” and revision if/when they are found to have loopholes or introduce exploitative behaviors that warp the format.   Examples: Bloodcrafting, Downtime Activities, Mundane Crafting Tables, Universal XP  

Submission Process for Rule Changes

  1. Develop an idea of a rules change or homebrew content and submit it to the GMs via #rule-changes on Discord. Be sure to tag GMs and include an explanation of what problem or need the change attempts to solve, how it goes about that (with relevant links), and a consideration of possible side effects of the change.
  2. The GMs will discuss the merits of the submission and determine whether the change is something that would benefit the community. If there is support among the GMs, one GM will be chosen to work with the submitter on further steps and the process will move forward.
  3. The GMs will facilitate a discussion and formalization of the rules proposal in coordination with the submitter. These discussions will always be opt-in, and should provide opportunity to hear a majority of voices on the server in a manner that promotes engagement from multiple perspectives. GMs may work with DMs and the submitter to organize playtests for variant rules throughout this process.
  4. When the GMs and the submitter feel that the proposal has reached a “final” state, the proposal will be brought for a vote in #rules-votes. No further discussion will take place on the existing proposal.
  5. Finally, a supermajority of GMs is required to pass a proposal. If a vote does not reach the supermajority threshold for ratification by GMs within a week of the vote opening, then it is considered to have failed. The same issue cannot be raised again for a period of 3 months.
