Showing up in Undercity around the time Vault 191 was scavenged, he claimed to be one of the dwellers that escaped into the wastes before the Crawler arrived. Although no one seemed to recognize him, he was young and said he was a recluse. Colt's Vault jumpsuit was numberless, but he said this was done for self-preservation so that his former compatriots wouldn't find him.

Scoring high on the triennial aptitude examination, Colt found himself working in cyber security against malicious malware that could topple the economy or steal technological secrets from the private database. Having a knack for leadership, he was promoted several times and eventually was running the entire operation. On his third triennial exam aboard the Crawler, he was accepted into the First Citizens Council.

In the time since Colt has established himself as a pillar of the community. Perhaps the most social member of the Council, he makes time to play a personal role in nearly all of his colleagues lives. This not only gives his proposals more attention but also helps garner votes. Even the VCP treats Colt like an honorary member as he often serves as a consultant for virtual crimes. These relationships provide him with nearly unlimited access to the Crawler and its secrets, a position his rivals worry has become unbalanced with his lack of oversight.
