Patrick Collins
Patrick Collins grew up in a settlement in Colorado Springs, CO. His parents lived near the college in town and while most everyone did some farming and scavenging in equal parts, Patrick's parents were particularly interested in mining what knowledge they could from the local school. As he grew, Patrick got increasingly involved in these endeavors and quickly revealed an aptitude for hacking the few still-functional computers on the premises, wringing what precious drops of knowledge he could from them. He began to develop skills in the modification of energy-based tools like beam focusing, photon agitators and the like. He also found a repository of chemistry data that he and his parents used to learn the compound makeup and method of manufacture for many beneficial medicines.
Putting their knowledge into practice, the Collins family came to be known in the area as budding apothecaries. This new business required the collection of all manner of materials to create the desperately needed chems for the locals. 'Pat' would be sent out on scavenging runs to look for anything useful: Bloodleaf, glowing fungus, brain fungus, etc.
On his return from one of his regular scavenging runs, Pat found a dangerous looking group of Raiders loitering outside his parent's home. Word had gotten out about his family's skills and it looked like it had spread... too far. When the Raiders left, Pat found his parents safe but frightened. They explained the Raiders had taken their stock of finished chems and threatened the Collins if they didn't start providing the gang with regular supplies from now on. If the Collins couldn't keep up with demand, the consequences would be dire.
The Collins decided to pull up stakes and move out of Colorado Springs as soon as they could. Eventually, the Raiders would demand too much and things would end badly. They quietly packed up the belongings they thought they would need most on the road and left after dark.
Unfortunately, they didn't get far enough away from town before the Raiders figured out their new drug supplier was trying to escape! A group of Raiders caught up to them near dawn and an argument ensued. The Raiders were going to take them back by force when Patrick's father drew a .38 pistol and with shaky hands tried to get the Raiders to back off. The Raiders weren't having it and a short gun battle ensued. First Patrick's father and then, cruelly, his defenseless mother were gunned down. Patrick had to flee for his life and it was only the onset of a sudden dust storm that allowed him to escape at all.
Patrick was able to make it to the next town. And the next. He has sworn to get revenge on those Raiders, or any others like them, whenever and wherever he can. His skills at chemistry won't immediately help him achieve this goal, but his technical skills with manipulating energy sources... like a Sharpshooter's scoped laser rifle, for example... just might.

Something to get around in for the time being, it could perhaps hold some potential with a little extra junk and some elbow grease. At least it could have until it was impounded by the Nuka City security after Patrick was caught selling stolen goods. Whether or not he knew they were stolen makes no difference to them, and so they are holding his prized possession hostage for an exorbitant fine. If he can find someone to explain his situation a bit better, maybe he can still get it out of lockup for a humble apology and a little groveling.
