The Burrowers
While a few people made it into Vaults, and a few more managed to ride out the initial blast in homemade bunkers, many were left to face the bombs unprotected. Structures disappeared into a featureless desert leaving little for these survivors to take shelter in, entombing the spoils of the old world in the process. Worse still, those caught in the underground civilian shopping complexes or working in the mines were shielded from the radiation and atomic fire, only to be left to starve to death in darkness.
At least one of these lost parties is thought to be responsible for the origins of the Burrowers, however they became illiterate over a century ago, so their oral traditions are murky at best. By digging out and reinforcing pre-war buildings they create extensive catacombs, serving not only as their homes but as their hunting grounds. Without the ability to farm or find wild game, they were forced into cannibalism and have devolved into a society of fiendish savagery.
Victims often stumble upon the entrance to a city looking for salvage, as the uncovered tops of pre-war skyscrapers and bell towers are too enticing for any wanderer to pass up. The Burrowers set ambushes near these choke points and can snatch entire caravans at once. They leave very little evidence behind of their kills and conceal their true numbers underground, creating a difficult problem for most settlements that border their territory.
