The Kansas Cartel



A large variety of mutations occurred in the population of Vault 191 due to the slow reactor leak they were exposed to for a hundred and fifty years. At first these changes were minimal, but after a few generations some true genetic deviations were born. Although less physically capable than their cousins from Vault 200, they have developed truly impressive intellects to make up for it.


Often the brains behind the logistics and background operations of the Corvega City Slavers, they are ‘the unsung heroes’ of the criminal world. Their chem trade brought stability to the unstable hunter gathers, giving them a tool to bait the wasteland’s desperate and unwanted right to their doorstep. Those that become addicts in the Great Dust Bowl make themselves easy pickings for these two groups to snatch up, though it is not unheard of for the family to send someone to buy them back.


By handling much of the commerce and bookkeeping, they have also diversified their reach by nurturing relationships with the ghoul syndicate and local Enclave. Diplomacy might be at its basics for the time being, but business provides the mutants with opportunities to expand and prosper. They make their moves quietly and cautiously, seeking to turn the future focus of the city to making chems and not taking slaves. This is not to say they would end the practice, but instead go with a tried and true method that requires less risk and resources.

As Characters


The mutants from Vault 191 are not built for combat, but possess superhuman intelligence they use to compensate. Their Perception and Intelligence traits begin with a + 1 bonus to each and can be raised to a maximum of 11, however they cannot raise their Strength or Endurance traits above 5.

They gain the rest of the benefits of being a super mutant, (listed on page 53 of the core rulebook), but can raise all their skills to 6 as usual and can wear normal human sized outfits and armor. They may also choose Vault Dweller starting gear on page 78 of the core rulebook.
