Magic exists in all things, all things are connected. So magic can be tapped from anywhere, from anything. The only thing that holds back what they can do, is the vector, the conduit, the individual choosing to interact with the magic. Someone gifted with a Talent has an easier time getting to this magic, but little does the populace know, anyone can get to it.
