Misuse of Healing magic

Greetings Mr. President, I am well aware of the ongoing situation inside the Collage. We have a few suspects we are pursuing, and intend to punish them accordingly once apprehended. To give a brief description of the events for your benefit, as I do not personally believe your informant is well versed in the arts of healing magic, we began with the event a few weeks ago.    A few individuals came to the campus seeking medical attention to a few deformities that had grown out of old injuries. Suspicions began when the magic to remove the deformities did not take hold. They exacerbated the conditions, and were referred to the onsite surgeons to remove the growths.    More and more of these cases have been appearing, no more than a few dozen though. We believe a drop out from the Collage has been treating people with magic, without understanding that the more magic is used for healing, the more the body changes to adapt to this influence. To put it plainly, the magic stitches the flesh back together, but without the magic being siphoned away, the body believes it is still injured. So, we have on our hands, a drop out who has gotten far enough in the training to understand stitching flesh back together, but not enough to know the siphoning or the consequences of it.    We are currently gathering information from the case subjects to try and find more information about where, who, why and how they got their "treatments".   With all due Regards, Headmaster of the Collage of Healing Magic and Surgery., Wilhem Defrancis
